Chaos is just that, chaos incarnate. He takes the form of a blue, winged cat. He's not really evil, just extremely playful and flighty, and powerful enough to get away with almost anything. As the genie says, "He's got more magic than a palace full of genies," and "he makes his own wishes!" His greatest joy is producing unpredictable situations (in other words, chaos!). Mirage tried to trick him into wreaking havoc on Agrabah, but he saw through her ploy. Instead of letting on, though, he played along, fooling her into thinking she had fooled him. He went to Agrabah and had fun mixing up the works (his first act there was to give Iago a human head which bore a passing resemblance to Gilbert Gottfried...). Finally Aladdin and company convinced him that their lives were interesting enough already and that Mirage was the one who needed a little excitement...
